Abstract
The role of universities in the technological upgrading of developing countries is attracting more and more interest from both the academic community and policy makers. This paper is proposing a new framework to understand this role by introducing the concept of academic capabilities. Its application is illustrated based on the case of Thailand. It is shown that the concept of academic capabilities allows interpreting higher education data and information in an innovative way. It can be applied to relate the multiple facets of universities (e.g. research, teaching, technology transfer, management) to the overall process of technological change and development.

T1 - Academic capabilities in developing countries-A conceptual framework with empirical illustrations from Thailand

N1 - Funding Information: The Thai Higher Education Development Project (HEDP) is the most advanced initiative to enhance academic capabilities in graduate education and research. The project is carried out by the CHE with financial support from a loan of the Asian Development Bank (ADB). Seven subprojects in the fields of energy, environmental technology, chemistry, post-harvest technology, petrochemical engineering, toxicology, and agricultural biotechnology were selected on the basis of innovative proposals and the potential for academic excellence. Cooperation with the private sector is emphasized as an effective means to achieve financial sustainability and to develop applicable technologies. We thank the German Research Foundation (DFG) for funding extensive field research in Thailand and all interviewees for participating in our study. We also like to thank Matthias Kiese and two reviewers for their comments to previous versions of this article.
